ACA Manager of Financial Services Salary8599500 DOQ SECTION I JOB DESCRIPTION SUMMARY Assists the County Auditor in the management of Payroll amp Accounts Payable Divisions of the Cameron County Auditors Office Requires qualified individual to understand interpret and follow federal state and local guidelines related to governmental accounting amp preparation of Annual Financial Comprehensive Report ACFR Ensure IRS compliance of countywide vendor payments amp employee compensation Acts as the County Auditor s liaison and coordinates special projects Make recommendations to the County Auditor and 1st Assistant Auditor on procedures for County financial operations This position is under the direction of the County Auditor ESSENTIAL FUNCTIONS Oversee all functions of countywide payroll and accounts payable divisions Develop and implement policies procedures and workflows that strengthen internal controls and improve efficiency Supervise train and evaluate staff Performs difficult complex and specialized assignments in the fiscal administration of County operations Provides technical support for other county departments on special projects as assigned Special Projects and other duties as assigned Accounts Payable Division Ensure compliance with county policies procurement regulations contractual terms and applicable legal requirements Manage vendor relationships resolve discrepancies and ensure accurate and timely payments Serve as a backup for accounts payable staff performing accounts payable processing when needed to maintain continuity of operations Responsible for yearend closing processes including W2 and 1099 preparation Payroll Division Ensure payroll compliance with federal state and local regulations including FLSA rules payroll tax laws and reporting requirements Review and approve payroll calculations reports and reconciliations Serve as a backup for payroll staff performing payroll processing when needed to ensure timely and accurate payroll cycles Responsible for yearend closing processes including countywide compensation adjustments Annual Comprehensive Financial Report ACFR Assist the 1st Assistant Auditor with the Countys annual yearend financial report including compiling schedules fund consolidation and reconciling financial statements Prepare schedules and disclosures for the following GASB requirements GASB No 68 Pensions GASB No 75 Other Post Employment Benefits GASB No 87 Leases GASB No 96 SubscriptionBased IT Arrangements Coordinate with external auditors and other departments to ensure complete accurate and timely submission of ACFR and GASBrelated documentation SECTION IIJOB REQUIREMENTS EDUCATION AND EXPERIENCE Bachelors degree in Accounting or closely related field Preferred 3 5 years supervisory experience in accounting audit andor preparation of financial statements preferably with a government entity KNOWLEDGE SKILLS AND ABILITIES Good working knowledge of operating procedures and office administration excellent verbal and written communication skills skills in operating computer and basic office equipment ability to communicate effectively with diverse groups of individual utilizing tact and diplomacy ability to effectively respond to questions and complaints ability to establish and maintain effective working relationships with County employees ElectedAppointed Officials governmental representatives precinct constituents outside agencies and the general public ability to work independent of direct daily supervision ability to analyze problems and develop solutions adapt to rapidly fluctuating situations as well as handle multiple simultaneous projects SECTION IIIJOB DIMENSIONS CONTACTS External Contacts General public andor other agencies Internal Contacts Constant contact with ElectedAppointed Officials DivisionDepartment Heads subordinates and frequent contact with other County Employees Communicating is primarily facetoface via telephone and through written communication RESPONSIBILITY Will have supervisory responsibility over Auditor Staff will handle confidential information DIFFICULTY Independent judgment is required for all duties Coordination with staff for team work coordinates with peers to meet required reporting GUIDANCE Employee maintains a level of independence must be able to work independently self disciplined Employee selects appropriate procedures required to complete work assignments through accountingauditing procedures WORKING CONDITION Physical requirements include liftingcarrying 10 lbs occasionally visual acuity speech and hearing hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment subject to sitting for long periods of time standing walking reaching twisting and handling to perform the essential functions Working conditions are primarily inside an office environment This is a critical staff position in the event of County emergency This is not a Civil Service covered position Benefits Cam
